Used before appointing senior people, entering a partnership, or committing to a counterparty whose public record is clean but untested.
Extended or multi-subject surveillance in demanding conditions, where the subject is counter-surveillance aware, moves across cities, maintains an irregular pattern, or where observation must be sustained over a long period.

Matters that carry genuine sensitivity or risk: threats, extortion, sensitive internal matters at board level, and situations where exposure of the enquiry would have serious consequences.
